Thoughts on a mechanic where you can upgrade buildings within a city or being able to make different versions with different feats?

For example, if a city has a massive science output and a massive gold output along with an academy or science specialist, then it could upgrade the university or build a specialized one sorta like the London School of Economics that incurs no maintenance cost. Or if a city has a massive culture output and has spawned a great artist/writer/musician, then it can build or upgrade a public school with the specialization of being a School of the Arts that provides culture in addition to science.

Or if a city has a massive amount of tourism and multiple luxury sea resources, then it could upgrade its harbor or seaport to generate tourism. Or if a city has a low population and multiple animal luxury resources, then it could upgrade its zoo or national park to add extra happiness as being sorta like a more eco friendly city.

The premise of this idea would be to be able to make each city more unique. The sequence of buildings like library to university to public school would still apply, so maybe just affecting one building in each sequence like this. Since settling new cities can get redundant sometimes, this offers a way to add personality to the empire and just make city building and settler planning more fun.

What do you all think? This would definitely be ambitious, but I think it could be super cool!
